So what is a water activated liner? It’s a solid powder, which is formulated, so you can use it wet to create a super pigmented and opaque eyeliner.
Cake liners use the same technology as watercolour paints, and water activated liners are all over TikTok right now with everyone creating amazing, colourful liner looks.
